Early Care Share West Virginia
The Division of Early Care & Education, within the WV Department of Health and Human Resources, Bureau for Children and Families, offers a variety of services designed to improve the affordability, availability and quality of childcare services using Child Care and Development Funds. The Division regulates and supports early childhood development programs for children up to age 13 by assuring they are cared for in a safe environment that promotes the healthy physical, social, emotional, and intellectual growth of the child during a portion of the day while parents work or attend training, or when they are unable, for other reasons, to provide care for their children.
The Division writes the regulation for child care providers and houses the Licensing and Regulatory Specialists who regulate childcare centers and family childcare programs. The Division is responsible for oversight and technical assistance to six Childcare Resource and Referral (CCR&R) agencies that operate statewide and are responsible for determination of eligibility for childcare subsidies and payment to providers. They also receive funds for activities to improve the quality of care, such as resource and referral services, provider training, consumer education and other quality services.
Each regional CCR&R houses a professional development team responsible for providing professional development and technical assistance to child care providers in their service delivery area. The Division of Early Care and Education also jointly funds WV Early Childhood Training Connections and Resources (WVECTCR), which is a statewide program designed to provide professional development opportunities for the early care and education community. The Division assumes the role of designee for the Department of Health and Human Resources WV Pre-k System in collaboration with the West Virginia Department of Education and Head Start Collaboration Office, jointly providing state level oversight for the WV Pre-k System.
